      "value" : "제3조(위원회의 운영) ①위원장은 위원회를 주관하며 위원회에서 심의·의결한 사항을 국세청장에게 보고하여야 한다.\n  ②위원장이 부득이한 사유로 직무를 수행할 수 없을 때에는 국세청장이 지명한 위원 또는 위원회 참석위원 중 선출되는 위원이 그 직무를 대행한다.\n  ③위원회는 위원 2/3이상의 출석으로 개의하며，제5조의 규정을 제외한 일반적인 의사결정은 출석위원 과반수 이상의 찬성으로 의결한다. (2001.8.1. 단서 삭제)\n  ④개방·공모형 임용예정직위의 2개 이상의 직위를 묶어 1개의 위원회를 구성하여 운영할 수 있다.\n  ⑤응시자와의 친·인척관계 등으로 인하여 위원에게 제척사유가 있는 경우 응시자의 기피신청과 위원의 회피가 가능하며,위원장을 포함한 각 위원에게는 별표에 의한 승낙서를 받는다." ,
