      "value" : "제31조(개표참관) ⓛ 후보자는 개표상황을 참관하게 하기 위하여 개표참관인 1명을 선정하여 선거일 전일까지 위원회에 신고할 수 있다. 이 경우 그 신고기한까지 신고하지 아니한 경우에는 그 권리를 포기한 것으로 본다.\n  ② 후보자는 개표참관인을 신고한 후 언제든지 교체할 수 있다.\n  ③ 개표참관인은 투표함의 봉쇄·봉인(封印)을 검사하며 그 관리상황을 참관할 수 있다.\n  ④ 위원회는 개표참관인이 이 규정에 위반되는 사항을 발견하여 그 시정을 요구한 경우 그 요구가 정당하다고 인정되는 때에는 이를 시정한다.\n  ⑤ 개표참관인은 개표소 안에서 개표상황을 언제든지 순회·감시 또는 촬영할 수 있다." ,
