      "value" : "제12조(접수증명원 등의 송달) ① 진정을 접수한 때에는 별지 제3호 서식에 의한 접수증명원을 진정인에게 교부 또는 송달하여야 한다. 다만  전화신고나 인터넷 신고의 경우에는 유선이나 인터넷을 통하여 그 사건 접수 사실을 고지할 수 있다.  \n  ② 시설수용자로부터 진정을 접수한 경우 전항의 접수증명원을 발급하여 해당 시설의 장 등에게 송달 또는 교부하여야 하며 이를 송달 또는 교부받은 시설의 장 등은 즉시 이를 시설수용자에게 교부하여야 한다. " ,
