      "value" : "제2조(적용범위 및 기준) ① 이 지침은 농촌진흥청 소속공무원(이하 \u2018소속공무원\u2019이라 한다)에게 적용한다. \n  ② 휴직자, 국외에 파견중인 자, 시보근무중인 자에 대하여는 맞춤형복지제도의 적용을 제한 또는 배제할 수 있으며, 적용기준은 다음 각 호와 같다.\n  1. 휴직자에 대한 적용기준 : 별표 1\n  2. 국외에 파견중인 자에 대한 적용기준 : 별표 2\n  3. 시보근무중인 자에 대하여는 당해년도 예산을 고려하여 적용 \n  ③ 청원경찰, 무기계약직·기간제 근로자 등 공무원이 아닌 자에 대하여는 당해년도 예산을 고려하여 공무원에 준하여 맞춤형복지제도를 적용할 수 있다. 다만, 예산 미확보 등 부득이한 사유가 있을 경우 예산이 확보될 때까지 맞춤형복지제도의 적용을 배제 또는 제한할 수 있다." ,
