      "value" : "제3조(위원회 구성) ① 위원은 위원장을 포함하여 5인 이상으로 한다.\n  ② 위원회 위원장은 장관이 위원 중에서 지명하거나 위원 중에서 호선한다. 다만 개방형직위 위원회의 경우 위원장은 민간위원 중에서 위촉한다.\n  ③ 위원은 임용예정 직위와 관련된 분야에 관한 지식이나 경험이 풍부한 자와 채용·면접 등 시험에 관한 경험과 지식이 풍부한 자 중에서 장관이 위촉하되, 공무원이 아닌 국·공립대의 교원을 포함한 민간위원(공모직위는 다른 중앙행정기관 소속 공무원 또는 민간위원)이 1/2 이상으로 하여야 하며, 가급적 외부위원의 1/3 이상은 여성으로 위촉 한다." ,
