      "value" : "제8조(대리출석 등) ① 영 제4조제1항제1호 및 제2호에 따른 위원이 해외 출장 등 부득이한 사유로 조정위원회의 회의에 출석하지 못할 경우에는 안건과 관련이 있는 다른 고위공무원 또는 이에 준하는 공무원(위원이 지방자치단체 소속 공무원인 경우에 한정한다)이 대리출석할 수 있다. 이 경우 대리출석자는 의사정족수에 포함되며 의결권을 가진다. \n  ② 제1항에 따라 다른 공무원이 대리출석하는 경우에는 회의 개최 전일까지 대리출석의 이유 및 취지 등을 서면으로 간사에게 통보하여야 한다. " ,
