      "value" : "제8조(특별승급 심사대상자 추천) ① 농림축산식품부 소속 각 부서의 장(과장, 팀장, 담당관 등 직제상 최저단위 보조기관) 및 소속기관의 장(안전행정부와 협의하여 심사위원회를 별도로 둔 경우를 제외한 소속기관)은 제3조의 규정에 적합한 소속 공무원을 특별승급 대상자로 추천하고자 할 경우에는 별지 제1호 서식과 실적증빙서류를 첨부하여 실·국장 또는 소속기관의 장에게 결재를 받아 농림축산식품부장관에게 특별승급을 요청하여야 한다.\n  ② 특별승급 심사의 효율적 진행을 위하여 실·국 단위 및 소속기관별로 추천 인원수를 조정할 수 있으며, 이 경우 그 세부적인 사항에 대하여는 운영지원과장이 농림축산식품부장관의 결재를 받아 각 부서에 통보한다.\n  ③ 제1항에 규정된 추천대상자의 업무실적은 추천일로부터 최근 2년 이내의 기간 중 수행한 업무실적을 대상으로 한다. 다만, 업무의 특성상 그 효과가 늦게 나타나는 경우에는 그 효과발생이 확인된 후 1년 이내에 특별승급 대상자를 추천할 수 있다." ,
