      "value" : "제10조 (고충심사위원회 관할)  ① 국세청고충심사위원회는 다음사항을 관장한다.\n  1. 국세청(본청)에 근무하고 있는 직원의 고충청구\n  2. 지방국세청고충심사위원회의 결정에 불복하여 재심을 요청한 고충청구\n  3. 인사고충의 경우로서, 그 해소조치가 임용권자를 달리하는 기관으로 청간전보 등의 조치 이외에는 고충해소 방법이 없다고 판단되어 처리권한이 있는 국세청장에게 진달 의결을 한 고충청구\n  4.제12조 제2항에 해당되어 직원고충담당관이 특별히 심의를 요청한 고충청구\n  ② 지방국세청고충심사위원회는 다음 사항을 관장한다.\n  1. 지방국세청에 근무하고 있는 직원의 고충청구\n  2. 세무서고충심사위원회의 결정에 불복하여 재심을 요청한 고충청구\n  3. 인사고충의 경우로서 그 해소조치가 서간전보 등의 조치 이외에는 고충해소 방법이 없다고 판단되어 서장이 지방국세청장에게 진달 의결을 한 고충청구\n  ③ 세무서고충심사위원회는 당해 세무서에 근무하는 직원의 고충청구를 관장한다" ,
