      "value" : "제9조(협약의 변경) ① 전담기관의 장은 주관기관의 장이 요청하거나 사업의 효율적 수행을 위하여 필요한 경우에는 사업수행계획서의 내용 또는 협약사항을 변경할 수 있으며, 주관기관의 장은 특별한 사유가 없는 한 이에 따라야 한다.\n  ② 전담기관의 장이 제1항에 따라 협약을 변경하고자 할 때에는 미리 장관의 승인을 받아야 한다. 다만, 기금변경에 따른 사업비의 변경 등 이미 장관이 승인한 사항 또는 장관의 지시에 따라 협약을 변경하는 경우에는 그러하지 아니한다. " ,
