      "value" : "1. 일시 및 장소\n○일 시：2010년 4월 23일(금), 11：30~12：00\n○장 소：정부대전청사 3동 14층, 중회의실\n2. 서명자\n○이인실 (대한민국 통계청장)\n○Mr. Smailov Alikhan ASKHANOVICH (카자흐스탄 통계청장)\n3. 주요 내용\n○통계분야 상호협력 증진\n○사회·경제 분야의 통계 경험, 센서스, 통계 조사 등 각종 통계정보 교환\n○통계법령정보 교환 및 통계발전 위한 공동연구 수행\n○통계관리시스템 개발 및 관리에 관한 경험 교환\n\n통계분야에 있어 상호협력에 관한 대한민국 통계청과 카자흐스탄 통계청 간 양해각서\n\n대한민국 통계청과 카자흐스탄 통계청(이후 \u201C양 당사자\u201D로 한다.)은통계발전과 협력 증진, 그리고 통계발전 기반구축에 대한 상호목표를 인식하고, 주요 프로그램 및 프로젝트의 공동추진과 실현에 관한 협력의 필요성을 고려하면서 다음 사항들에 대해 합의한다.\n제1조：일반조항\n양 당사자는 상호호혜 및 상호협조의 원칙, 그리고 손상행위 배제의 원칙 하에서 통계분야의 모든 사항에 대하여 협력하고 이를 지속한다.\n제2조：협력활동\n양 당사자는 적정한 예산과 인력의 범위와 법령에 따라, 다음의 활동을 통해 통계분야에서 상호협력을 증진하고 장려한다.\n1. 양국의 사회, 경제분야 등에 관한 통계 경험, 센서스, 통계조사에 대한 발전과 통계 출판물을 포함한 통계정보의 교환\n2. 통계발전에 관한 새로운 방안과 통계법령에 관한 정보의 교환\n3. IT기술과 국민계정에 관한 경험의 교환\n4. 가능한 범위 내에서 합의사항에 대한 공동연구 진행\n5. 통계현안에 대한 공동 프로젝트 준비\n6. 선진 경험과 최신 기법 습득을 위한 공동 세미나 개최\n제3조：협력의 이행\n1. 협력에 관한 구체적인 활동 범위와 일정은 상호 이익이 되도록 양국의 권한과 능력을 고려하여 정기적으로 결정한다.\n2. MOU에 의해 수행될 활동 및 의사소통에 사용되는 언어는 양국의 편의에 따라 영어로 한다.\n또한 모든 보고서를 포함한 공식문서는 영어로 작성한다.\n3. MOU에 따른 협력활동 수행 시 발생하는 모든 비용 및 경비는 사전에 상호 합의하에 결정한다.\n제4조： 발효 및 종료\n1. MOU기간은 4년으로 한다. MOU종료 전에 당사자 상호간 합의가 있으면 4년의 기간으로 MOU를 연장할 수 있다.\n2. 본 MOU는 일방 당사자가 타방 당사자에서 MOU 종료의 의사를 서면으로 통보함으로써 종료할 수 있다. 통지의 수령일로부터 6개월이 경과하는 시점에 MOU는 종료된다.\n본 MOU는 2010년 4월 23일 한국어, 카자흐스탄어, 영어로 작성하여 2부씩 대한민국 대전에서 서명되었다. 이 2부는 동등하게 진본이다. 한국어와 카자흐스탄어간 해석에 이견이 있는 경우, 영어본이 해석의 기준이 된다.\n대한민국 통계청을 대표하여            카자흐스탄 통계청을 대표하여\n이 인 실                                   Alikhan SMAILO\n\nMEMORANDUM OF UNDERSTANDING\nbetween Statistics Korea and the Agency of statistics of the Republic of Kazakhstan on cooperation in the field of statistics\nStatistics Korea of the Republic of Korea and the Agency of statistics of the Republic of Kazakhstan, named hereafter as Sides,\nIn recognition of the mutual desire of the Sides to further develop and deepen cooperation in the field of statistics and arrange for facilities which focus on the advancement of statistics,\nIn consideration of the necessity of formulating conditions directed at joint development and realization of target programs, and projects of cooperation in the field of statistics, \nHave reached mutual understanding as follows：\nParagraph 1：\nGeneral provision\nThe Sides intend to continue and develop cooperation in every possible way within the sphere of statistics on the basis of mutual benefit, mutual aid and exclusion of actions damaging to either or both Sides.\nParagraph 2：\nCooperation activities\nAccording to the availability of appropriate budget and personnel, and to the laws and regulations governing each of the Sides, the Sides intend to encourage and contribute to the promotion of bilateral cooperation in the area of statistics through the following activities：\n1. To exchange of methodological materials and developments concerningstatisticalobser vations, censuses and surveys, open statistical information, including publications and issues (yearbooks, collections, bulletins, news and reviews) related to the changes in the social and economic provisions of the Sides\u2019 states and regions\n2. To exchange information pertaining to new developmental directions of the Sides and current experiences in the advancement of the national statistical law;\n3. To exchange experiences concerning the implementation of information technologies, and experiences in the national accounts system\n4. To consider conducting joint researches based on contractual stipulation within the limits of relevant projects\n5. To prepare joint technical projects on statistical issues and\n6. To organize joint sessions, seminars and conferences with the purpose of sharing experiences and acquiring the latest developments.\nParagraph 3：\nImplementation of cooperation\n1. The concrete sphere to be covered by the cooperation, the list of actions and their timetable will be determined periodically in the mutual interest of both Sides and with due regard to their respective competences and capacities.\n2. The language used during the activities established under this Memorandum of Understanding and the communications between the Sides can be English, as convenient to the Sides. All formal documentation regarding the project, including all reports will be produced in the agreed language.\n3. The costs and expenses incurred in the implementation of this Memorandum of Understanding will be covered by the concerned Sides in accordance with the procedure jointly decided before each activity.\nParagraph 4：\nFinal provisions\n1. This Memorandum of Understanding will be valid for four years from the date of its signing. It may be extended for a further period of four years if there is mutual consent to do so at any time.\n2. This Memorandum of Understanding may be terminated at any time by either Side informing the other Side in writing of its intention to do so. The termination will take effect 6 months from the date on which the other Side receives the notification.\n3. This Memorandum of Understanding was signed in duplicate in Daejeon, Korea on April 23, 2010 inthe Korean, Kazakh and English languages. These two originals are equally authentic.
