      "value" : "제20조(훼손, 분실자료의 변상) ① 도서관 장서를 훼손 또는 분실한 자는 원본과 같은 자료로 변상하여야 한다.\n  ② 제1항의 변상이 불가능할 때에는 원본의 시중가격과 이를 구입하는데 필요한 경비를 포함하여 변상하여야 한다.\n  ③ 도서를 훼손 또는 분실한 자가 도서관에서 지정하는 최종 변상기일까지 제1항과 제2항에 의한 변상을 이행하지 않을 경우에는 소속과장의 책임하에 원본시가의 배액을 봉급에서 공제하여 변상토록 하며, 해당 변상액은 도서구입비에 충당한다.\n  ④ 변상의 의무를 이행하지 않으면 자료이용을 제한 할 수 있다.\n  ⑤ 제19조의 대출자가 반납하지 않는 경우에도 제4항을 적용한다." ,
