      "value" : "제3조(참가자격) ① 어학훈련 참가자격은 어학훈련 개시일 현재 통계청에 근무하고 있는 사람으로 한다. 다만, 어학훈련 참가 희망자가 많은 경우 등 어학훈련 참가자 수를 제한할 필요가 있는 경우에는 영어면접 시험이나 관계자료의 심사를 거친 후, 그 결과에 따라 어학훈련 참가자를 선발할 수 있다. <개정 2002.11.11> <개정 2009.5.22.><개정 2012.9.7>\n  ② 통계청장은 필요하다고 인정되는 경우에는 본인의 어학훈련에 관한 의사에 관계없이 특정직원을 지정하여 어학훈련에 참가할 것을 명할 수 있다." ,
