      "value" : "제13조(외국인유학생 기량검증신청서 등의 제출) 기량검증신청자는 기량검증신청서와 다음 각 호의 서류(이하 \"기량검증신청서 등\"이라 한다)를 관리기관의 장에게 제출하여야 한다.\n  1. 별지 제8호 서식에 따른 외국인유학생 기량검증 신청서\n  2. 별지 제9호 서식에 따른 학교장 추천서\n  3. 외국인등록증 사본\n  4. 졸업증명서 또는 졸업예정증명서 등 양성대학 졸업 또는 졸업 예정임을 확인할 수 있는 서류\n  5. 그 밖에 기량검증을 위해 필요한 사항을 확인할 수 있는 서류\n  ② 제1항에 따른 기량검증신청서 등의 효력에 대한 판단은 기량검증신청서 등의 제출일을 기준으로 한다." ,
