      "value" : "제19조(항만의 청결유지) ① 항만시설을 사용하는 자는 항만의 청결을 유지하고 원활한 항만운영이 되도록 최선을 다하여야 한다.\n  ② 항만청소는 운영회사 및 하역회사의 책임하에 실시하여야 하며, 청소를 타인에게 위탁할 수 있으나, 이 경우에도 관리책임을 진다.\n  ③ 제2항의 규정에 따라 운영회가 및 하역회사가 항만청소를 타인에게 위탁할 경우에는 그 내용을 청장에게 보고하여야 하며, 청장은 항만청결을 유지하기 위하여 필요한 사항을 명할 수 있다.\n  ④ 제2항에 따른 화물처리장(에프런) 청소는 본선 출항 후, 장치장 청소는 화물반출입 후 지체없이 완료하여야 한다." ,
