      "value" : "제3조(용어의 정의) ①교육부 소속기관이라 함은 국사편찬위원회, 학술원사무국, 국립특수교육원, 중앙교육연수원, 교원소청심사위원회, 국립국제교육원을 말한다.\n  ②산하단체라 함은 교육부장관의 업무상 지도·감독을 받는 동북아역사재단·사립학교교직원연금공단·유네스코한국위원회·국가평생교육진흥원·한국교육학술정보원·한국교직원공제회·한국대학교육협의회·한국사학진흥재단·한국전문대학교육협의회·한국학중앙연구원·한국장학재단·한국고전번역원 등을 말한다.\n  ③특례기관이라 함은 업무상의 지도·감독을 받는 각급 사립학교, 국영기업체 및 산하단체를 말한다.\n  ④특례업체라 함은 교육부장관이 비밀취급인가의 필요성을 인정하여 지정한 업체를 말한다.\n  ⑤ \"암호자재\"란 정보통신 보안을 위하여 암호기술을 적용하여 만들어진 장치나 수단으로서 Ⅰ·Ⅱ급비밀 및 Ⅲ비밀 소통용 암호자재로 구분되는 장치나 수단을 말한다." ,
