      "value" : "제9조(시작기의 관리) ① 시험연구사업으로 제작된 시작기는 과제수행 종료 후 물품관리관의 내부결재를 받아 지정된 장소에 보관 및 관리한다.\n  ② 해당과 물품운용관은 시작기 관리대장을 \"별지 제4호 서식\"에 따라 작성 비치해야 한다.\n  ③ 각과의 물품운용관은 시작기 관리대장에 등재된 물품을 매년 1월말까지 재물조사를 실시하여야 한다.\n  ④ 시작기는 시험기자재의 내구연한에 적용되지 않는 물품으로 그 연한을 3년으로 한다. 단, 활용도가 높고 정상운전이 가능한 경우 예외로 한다." ,
