      "value" : "제29조 (항목의 변경)\n운항자격심사관은 심사에 사용 되어지는 비행기의 성능 특성상 심사 항목 실행시 불안전하거나 효용성이 없을 때는 항목을 조정할 수 있다. 예를 들어 소형 2발 비행기의 비행기 인증규정에는 한 개의 엔진이 정지된 상태로 상승할 수 있는 능력을 요구하지 않는다. 이런 비행기는 한쪽 엔진이 정지된 상태에서의 실패접근은 불가능하며 또한 불안전 하다. 또한 운항자격심사관은 기상, 항공교통관제 또는 교통 여건상 해당 항목을 정식으로 수행할 수 없는 상황이라면 항목을 조정할 수 있다. 예를 들어 교통의 흐름 때문에 발행된 실패접근 절차를 수행 할 수 없다면, 운항자격심사관은 시계조건 및 항공교통관제기관의 동의 하에 대체 절차를 만들 수 있다. 항목을 조정할 수 있는 권한이 있다고 해서 비행기 운용절차를 조정하는데 까지 권한이 확대 되지는 않는다." ,
