      "value" : "제4조(국토계획평가를 생략할 수 있는 경미한 사항의 변경) ① 영 제8조 별표의 비고에 의하여 국토계획 수립권자가 국토계획평가를 생략할 수 있는 경우는 다음과 같다\n  1. 대상계획의 수정 또는 변경이 해당법령에서 경미한 사항에 해당되는 경우\n  2. 대상계획의 수정 또는 변경이 경미하다고 판단되어 사전에 국토교통부장관과 생략협의를 완료한 경우\n  ② 국토교통부장관은 제1항 제2호에 따른 평가생략 여부를 결정하기 위하여 관련 공무원 및 민간 전문가 등으로 구성된 「평가대상 결정협의회」를 구성하여 운영할 수 있다" ,
