      "value" : "제3조(배출허용기준) ① 제2조에서 규정하는 물질의 배출허용기준은 1일 평균 정량한계값 미만으로 한다. 이때 정량한계값은「환경분야 시험·검사 등에 관한 법률」 제6조에 따른 수질오염공정시험기준의 주시험법에 따르되, 납과 그 화합물의 정량한계는 0.004mg/L로 한다.\n  ② 제1항에 따른 1일 평균은 30분 이상 간격으로 채취한 시료 각각의 측정분석 값을 산술평균하여 구하고, 시료채취 횟수는 수질오염공정시험기준에 따른 시료채취 방법에도 불구하고 1일 가동시간에서 1을 뺀 후 2를 곱한 수 이상으로 하되 최소 2회 이상이어야 한다. 다만, 가동시간이 8시간 이상인 경우에는 14회 이상 측정하여 산술 평균한다." ,
