      "value" : "제7조(서면심의) ①위원장은 제3조제1항에 따라 회의를 개최할 수 없거나 그 밖에 부득이한 경우에는 서면에 의하여 심의를 할 수 있다. \n  ②위원장은 제1항에 따라 서면심의를 하고자 하는 경우에는 7일 이상의 기간을 정하여 심의 안건을 각 위원에게 통보하여야 한다. 이 경우 위원에게 서면심의하는 사유를 설명하여야 한다.\n  ③제2항에 따른 심의 안건을 통부받은 위원은 정해진 기간 내에 심의결과를 위원장에게 송부하여야 한다. \n  ④위원장은 제3항에 따라 송부받은 서면심의 내용을 반영하여 심의결과를 작성하여야 한다. 이 경우 동일한 사안에 대하여 서로 다른 의견이 제출된 경우에는 위원장이 이를 조정할 수 있다.
