      "value" : "제3조(업무수행의 기본원칙) ① 조사담당자는 그 직무를 수행하면서 알게 된 비밀을 정당한 사유 없이 누설하거나 다른 목적으로 사용해서는 아니 되며, 진정인ㆍ피해자ㆍ피진정인 및 관계인(이하 \"진정인등\"이라 한다)의 인권을 존중하여야 한다.\n  ② 조사담당자는 진정인등에게 법령을 공정하게 적용하고, 적법절차를 지키며, 피진정인이 소속된 기관의 장이나 진정인등의 의견을 충분히 수렴하여야 한다.\n  ③ 조사담당자는 사건을 접수할 때부터 종결할 때까지 진정인등에게 사건의 처리과정과 결과에 관하여 친절하게 안내하고 설명하여, 진정인등이 이해하고 납득할 수 있도록 성실하게 노력하여야 한다.\n@ko"
